Setting permission for a user to Restart print spooler

I seem to be having an issue using the "subinacl" command to enable a user access to stop and start the print spooler.  This is what i have

subinacl /service spooler /grant=domainA\test=TOP

It seems to be coming back with 1 modified 1 failed on the output.  Am i doing something wrong?  Is there a better way?

    You may grant the user this privilege by adding the account in the local "power users" group.
    I think I remember something about a limitation or a bug of SubInAcl and the print spooler which is a particular service... not sure...
