Power off printer, then plug in usb cable to prevent damage??

Why does printer setup tell me to turn off my printer before pluging in the usb cable in order to prevent damage. I just want to understand. Thank You.

If the printer is powered on, there is a chance there will be a voltage surge when you connect it to the USB port, which could permanently damage it.
