NOQUEUE: did not issue MAIL/EXPN/VRFY/ETRN during connection to MTA

I've been having this strange behaviour on my RAQ4 running sendmail. A few of my customers complained that some of their contacts can't send them mail. If i check my logs the only trace i can find is this:

May 10 16:33:27 ns1 sendmail[4353]: NOQUEUE: [81.246.xx.xx] did not issue MAIL/EXPN/VRFY/ETRN during connection to MTA

The IP mentioned above is checked and it is actually someone that is trying to send mail to one of my customers but gets it bounced.

    Not much you can do here. The sending host either did not send any valid SMTP commands before sendmail timed their connection out, or network problems led to your sendmail server not receiving the commands. Turn you RBLs back on, sendmail is not the problem.

    Either there's a network layer issue (latency, lost packets, whatever) or the sending server is having problems. You'll need packet traces and network analysis tools (e.g. Ethereal, Sniffer, whatever) to detect the former, and the latter can only be diagnosed on the sending end.

    Can't it be something sendmail checks that is causing this timeout, like checking if the domain actually exists?

    I don't think so. That'd be an error like "Unable to resolve sender domain". Here, sendmail is saying it never received the next step in the SMTP conversation.
