I created some new OU's and moved around user accounts and computer accounts.  How long should it take to replicate to the other dc on my network?  It has been about 12 hours and the new OU structure has not replicated over yet.

Shouldn't it replicate the OU structure?

Among other things, it will depend on the settings you've got for Inter-site transports in the AD Site and Services management console. In there it is possible to set a schedule that might only allow updates at certain times of day. Worth checking I think.
