delphi localisation and multi langage

I am trying to translate my french applications into spanish and english.

A ma using resourcestrings  then
Projects->langages->add

then I choose ENglish USA ENU (409) and Spanish International C0A (ESN).

I translate all my projects (I got a group project) and finally an myProgram.EXE and myProgram.enu and myProgram.esn

I have 2 quetsions:
1) How to AUTOMATICALLY swith my application to english if his computer is in english ?
2) what about someone than have have his computer in English Canada ENC 1009 and not English USA 409: is he goinh to see myProgram in french or in english: More generally : how to swith automatically my application into ENglish to ALL english configured PC (not only US but also ENJ, ENI, EN{X} ?

Is it a good method to translate my application into english/spanish or should I use other tools ?

Thanks

1. Nothing to do. Just place enu file in the same folder as exe. it will be used according to regional settings.
2. I'm not sure. Better way is to test.
Place enu file in exe folder.
Change regional settings to English Canada.
Launch application.
If it'll be English that's ok.
If not You must create ENC ENI and so on and all of them place to exe folder.
The right one will be automatically selected
