Group Policies to install MSI package and change Internet by-pass proxy settings

I want to know how I can implement a group policy to install a msi package on the client machines.To run this msi on a client machine the user needs to have local admin right.But currently they are not the local admins.How Can I install this MSI package on the client pcs without making them local admins.

Also I want a group policy to change the users IE bypass proxy settings.I want to add few local host names to the by-pass proxy settings.

    I am fairly sure you dont need to be an admin to install stuff via GP.

    If you run into a problem, then use the computer config, software installation, that runs as the local service i beleve.

    For the proxy
    User config, windows settings, IE maintenance, conection, proxy settings

    Enable proxy, add your exceptions
