The Functional Specification
Functional Specifications are high level guideline to the SW architects/implementers on how to write the code. It's internal technical document that is not shared with customer. Reference each entry back to the corresponding entry in the Requirements Specification. A single requirement can generate multiple entries in the Functional Specification.

The Technical Specification
Where as Technical Specification defines modules for coding and assign resource. Aslo defines modules for Stored Procedures and assign resource.
