Create an Outlook/Exchange Contact Database

This is not so much a problem as much of an idea.  I am looking to create a contact database in Outlook or even in a browser.  There are a few thing I would like this database to do:
- have a list of contacts
- each contact to be able to have multiple catergories/labels
- when you edit one contact, it changes all of those contacts
- the view should be similar to a folder structure

I have looked at the catergory view in Oultook, but that is not what I am looking for.  I am looking for something like the labels in Gmail, if you are familiar with that, for contacts.

Does anyone have any ideas on a product or other type of solution?

    The closest you can get with native tools is to use a public folder of type contacts. You can adjust the permissions in the folder so that people can adjust contacts (or not - as the case may be).
    The contacts are only in one place, so a change is seen by everyone.
