Encoding automatically changes from Western European to Unicode (Utf-8)

When I reply to an email, the person can't read it as it is coded.  My computer keeps changing my Western European to Unicode (Trf-8).  What is my problem?

Greetings, iries !

Make sure unicode is set in Internet Explorer as well as Outlook.  In IE, go to View > Encoding > Western European.

How do I set encoding in Outlook 203?

In IE it doesn't stay in Western European.  It always reverts back to Unicode.
