Creating a password

I want to be able to create a Log In password on a windows 2000 machine.  What is the simpliest way to do this?

    You don't create passwords.  You create user accounts and each account has their own password.  If you are on a domain, create the accounts at the server.  IF there is no domain, go to Computer Management and create them under the System Tools section, local users and groups.

    This is for a home computer and is for someone who is not an IT person.  Do you know of a document or website that might have some pictures to walk this person though the step by step process?
