Where Can I Download Microsoft Installer 3.0 for Windows XP 64bit?

I've an ATI X1300PRO card , you know the ATI Catalyst requires .Net Framwork, So first i  download and try to install .Net for Windows XP 64bit but when i ran it, it gave me an error that Microsoft Installer 3.0 is require to install .Net framwork, now i stuck again, i tried but didn't find the Microsoft Installer 3.0 for Windows XP 64bit. Now i need your assistance, Can you give me the exact location where could i download the Microsoft Installer 3.0 for Windows XP 64bit? I'd be thatnfuk to you!

i visited that but it requires the Validation! can you tell me the other site where can i download this?

What's wrong with validation?
As long as you are using a non-pirated operating system with the genuine key, then you have nothing to worry about:

Just click the "continue" button on the linked page provided by rutten-d, and it will prompt you to install the the "Genuine Windows Validation Component" (an ActiveX Control).
Click the "NO" button when prompted, and you will be on the following page:

Scroll down the page and click on the link entitled "Genuine Windows Validation, ALTERNATE Method".
On the new page opened from that link, click the "Continue" button and then choose to "Open" the program from source.

You will be shown a dialog with a number to scroll over and copy.  Do so, and then close the dialog.
Paste the number into the field provided and click the "Validate" button.
Scroll down this page and you will see that there are 4 different installer packages available for download.

Presumably you need the one named "WindowsXP-KB898715-x64-enu.exe".
Click the "Download" button to download it, or (if you really want to save the link for future downloads) then use Internet Explorer's "View" Menu and choose "Source".
Use the "Find" menu option to find the filename.

Scroll down a few lines to the line that starts with:
document.write("<button onClick=  etc, and you can copy the link:

http%3a%2f%2fdownload.microsoft.com%2fdownload%2f4%2f8%2f5%2f4852c63a-cf27-4e83-baad-47b8372e9e9b%2fWindowsXP-KB898715-x64-enu.exe

Change all instances of the following characters to the equivalent values:
%3a to :
%2f to /

Copy the new link:
http://download.microsoft.com/download/4/8/5/4852c63a-cf27-4e83-baad-47b8372e9e9b/WindowsXP-KB898715-x64-enu.exe
and paste into Internet Explorer's Address Bar.  Click the "GO" button to start the download, and choose "SAVE".

For 64-bit versions of Windows Server 2003
This redistributable component is only for 32-bit operating systems. You cannot install this component on a computer that is running the 64-bit editions of Windows Server 2003.

You can install Windows Installer 3.0 redistributable on Microsoft Windows 2000 Service Pack 3 (SP3) and on the release version of Windows Server 2003. Windows Installer 3.1 was included with Windows Server 2003 Service Pack 1 (SP1).

You cannot install this redistributable on the 32-bit and 64-bit editions of Windows Server 2003 SP1. To update the 32-bit and 64-bit editions of Windows Server 2003 SP1, or to update the 64-bit editions of Windows XP, download the hotfix that is described in Microsoft Knowledge Base article 898715 instead of the 893803 (v2) package. For more information about Windows Installer 3.1 (v2) GDR, click the following article number to view the article in the Microsoft Knowledge Base:
