POP3 Connector in SBS2003 does not open properly

I have an SBS2003 that has one small issue. Whenever I try to open the POP3 Connector console, it opens for abot 1/2 second and then closes again. I can print screen it, if I time it right, and it looks fine, but won't stay open so I can configure it.  I don't have any pop-up blockers or anything unusual installed on the server, just Norton CE 9.0.  I have tried to reinstall but it does the same thing, same if I reboot.  No errors are logged in any Event Viewer.

By chance did you upgrade your MMC to 3.0?  This would have been a manual upgrade as it's not pushed down through Windows Update.  To check, open the Server Management Console > Help > About Microsoft Management Console.

If you can uninstall this upgrade then you should do so.  

You will then need to reinstall the Networking Components of SBS through Add/Remove Programs > Windows Small Business Server.  
On the component selection screen set Server Tools to "Maintenance" and Networking to "uninstall".  
Complete the wizard, reboot the server and go back to Add/Remove Programs > Windows Small Business Server.
Set the Server Tools to "Maintenance" and Networking to "install".  Complete the wizard and then reapply SBS SP1.
You must then run the Configure Email and Internet Connection Wizard (CEICW) where you can set up POP3 if you want at this point.  Even if you don't want to configure POP3 at this point you must run the CEICW in order to reestablish your networking configuration.
