Reset user name and password on Mac OS X Server

I purchased a G4 running OS X Server at a garage sale and do not have the user name and password or system disks.  How do I reset the user name and password?

The system now gets stuck on "Waiting for IPFilter"  How can I correct this?

The system is probably specifically configured for the network environment of the previous owner (IP addresses, routing and DNS configuration, etc.)  Since your network setup is unlikely to match, many of the network services will likely fail to start properly.  They eventually time out after 60 or 90 seconds, but then the next one waits for another 60 or 90 seconds....  It can take a long time to finish booting.  I suggest you boot into safe mode so that you can reconfigure the network preferences:
