Add Service Pack 4 to Windows 2000 CD

I have a Windows 2000 Server CD with no service packs.  I have sp4 on my network.  I also have Nero.

How can I create a new Windows 2000 Server CD that installs Windows 2000 Server and Service Pack 4 all in the same installation session?
