GroupWise WebAccess will not start

I've upgraded from Netware 5 to 6.5 now GroupWise WebAccess does not work. I get "Service Temporarily Unavailable The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later" at http://server/servlet/webacc

I've tried reloading Apache2 & Tomcat from product CD, The installation gets 30% of the way done with "configiguring Apache2 Web Server and Tomcat4 Servlet" when it stalls. Could this be the problem?

My autoexec.ncf is as follows:
SET BINDERY CONTEXT = O=BRI
SET DAYLIGHT SAVINGS TIME OFFSET = 1:00:00
SET START OF DAYLIGHT SAVINGS TIME  = (APRIL SUNDAY FIRST 2:00:00 AM)
SET END OF DAYLIGHT SAVINGS TIME = (OCTOBER SUNDAY LAST 2:00:00 AM)
SET TIME ZONE = CST6CDT

A few observations/questions:

1)  Do you NEED IPX?  If so, do you NEED to have two IPX networks, and do you NEED to use both frame types?

2)  If  you don't NEED IPX, do you NEED a Bindery context (not a big deal, but...)

3)  If you're using afreecon, why would you want to run Rconag6?

4) Have  you examined all of the Apache and Tomcat things you're  loading and what  sequence  they're  loading in?  One thing  that seems kinda glaring is tcadmup  loading  last...

5)  You don't have your GroupWise domain and PO on SYS: vol do you?  That  should  be on a separate volume and  NSS  pool from SYS:.

Solved the problem by deleting all traces of Apache & Tomcat. Then installing same from server GUI & reinstalling webaccess from Groupwise installation disk.

I never could get these installed from workstation.
