Designing Flash banners and embedding them to avoid IEs activeX security issue

Regarding the "click to activate this control" message that IE now gives over Flash content.....

I need to design a set of Flash banners which will be used accross a network of sites.

I'd like to know:

1) Is there any way in the way that you build the SWF that can avoid this problem in IE?

2) If not, what is the best and easiest way to put the Flash banner in the page, is javascript the easiest way? If so please point to any scripts that are obviously cross browser friendly, and easy for various publishers of websites to install and use.

It would also be good to hear from anyone who have designed flash banners, and hear your experiences with all this.

no fix for flashmx then?

Generally when you see flash ads on sites they are referenced by an external jscript file, is this what is being produced?

js is just that universal language that many understand. Sometimes the js in the banner ad is meant to help track the clicks (especially in those pay per click environments) . Sometimes it is to perform other non-flash functions or browser functions that flash simply does not handle.
