Ehm... do you really want to perform an upgrade?
Can you get past this screen and boot to your O/S at all?

BIOS upgrades that go wrong can render the equipment useless. Don't do it unless you know it fixes a known issue. In this case, I'd go looking in BIOS setup for any kind of anomalies, perhaps trying to reset the CMOS to factory defaults and see if that cures the problem. Upgrading a non-bootable is not an option in my book; I want to know what I'm doing. Replacing/resurrecting a BIOS badly flashed is on the expensive side.
In the spirit of answering your question, the latest BIOS for the Toshiba you mentioned above can be found here: http://cdgenp01.csd.toshiba.com/content/support/downloads/1206cv78.exe

When you run the program, it will guide you through making a floppy disk or two.  Put that disk in your computer and you should be good to go.

Just like the previous poster, I will caution you that upgrading your BIOS can be dangerous--especially if your computer has existing issues which it very well might.
