Non application of Global Policies over WAN

We have policies in the Default Domain Policy to set the IE home page and add links to the favourites.  GPresult shows the policy has been applied and on local machines the policies do indeed have desired effect BUT machines out on the WAN do not implement the policies even though GPRESULT and Group Policy results wizard both show policy as having been applied

    Are these WIndows 2000 or XP clients?  XP processes Group Policies asynchronously to speed up network access.  You can force clients to process synchronously by placing overseas machines in a seperate OU if not in one already and created a policy for that OU with the setting to always wait for network at startup (computer configuration\administrative templates\windows components\system\logon)

    This usually does the trick, but it can seriously slow down log in times for remote staff.
