Default POP3 Virtual Server does not start automatically when server is restarted.

Exchange 2003 - SP2, Windows 2003 SP1.  When the server restarts, the POP3 Service starts fine.  However, the "Default POP3 Virtual Server" under the Server protocols is not started and must be started manually.  There are no settings for this, and no events logged.  Anyone with ideas?
