Drop Box Unavailable

I have 3 OS X machines with the latest patches and am unable to see any available mounts when I connect to them over the network.  One thing in common....there was no Public folder under the User folder on all 3 machines.

I've added the Public folder and matched permissions to a known working machine.
Restarted Sharing.
Rebuilt permissions.

Your thoughts are appreciated.
