how can I set the internet explorer to ask for a password whenever I open iexplorer before going to the site? or wathever link they visited?

I'm on a dutch IE here, but I think it's Tools/Internet Options/Tab content/Enable internet restrictions.

The best way to block access to sites or require a password for internet access for multiple pc's is to use a proxy server which can provide this.  You can limit content as described above but the options are limited and generally require a site to be correctly identified in the sites own page headers so where this does not happen the restriction may fail.

In IE, tools - options - security - custom
Right at the bottom you can make a choice re password prompting but you need something to authenticate against.
