WSUS reporting patches needed

I noticed after adding several of my PC via GPO they are reporting they need several patches.  Some needing up to 90 patches.  I know this is wrong as we scan and patch every day.  I found the culprit to be WSUS reporting all superseeded patches.  Below is a screen shot from one of the PC's reporting missing 32 patches.  What can I do to prevent this?

As you can see, WSUS is reporting all superseeded patches.

Make sure that the superseded patches are indeed replaced by newer ones, then highlight them in the Updates page, and change the permissions to "Decline".
