Newbie ? on Output

I am an experienced programmer but no almost *nothing* about CGI, other than it is a C program that runs on the web server and spits out the HTML to the browser.  I have someone who has asked about making the page appearance ( mostly things that could be done in a stylesheet ) better.

How does CGI deal with these types of things ? Would changing the appearance of , say the tabs at the top of this page, be a C programming task, or is there an HTML template that would be editied?

The formatting of the html should really be done using CSS in a style-sheet. If your C program is in fact generating all the html output   then you have to edit the C program to alter the appearance of the html output. It could also be the C program is using some sort of HTML templating system, in which case the template may need to be edited. You have to figure out what the current system is that is generating the HTML and take it from there.
