The ODBC driver for Pervasive is version specific.  Beginning with Pervasive.SQL 7, it was included with the product.  If you've got an older version of Pervasive (Btrieve 6.15 for example), the ODBC driver as a paid add on.
You will need a Pervasive/Btrieve engine to access the data through ODBC.  There is a third party ODBC driver from DataDirect (http://www.datadirect.com/products/odbc/index.ssp) but it is not free.
