Exchange 2003 Install Fails...Thinks it is first in Domain

I am trying to build out a new Exchange server in our domain, we already have about 15 other servers in our Forest, but this instance believes it is the first to be deployed. Everytime I run setup it gives me the following error:

"The component "Microsoft Exchange Messaging and Collaboration Services" cannot be assigned the action "Install" because:
- To install the first Exchange server in a domain, or to run setup in "/ForestPrep" mode, you must be an Exchange Full Administrator at the organization level. You must use an account that has been granted the Full Exchange Administrator role on the Exchange organization using the Exchange Administrative Delegation Wizard.

This is very strange and I can't seem to find any articles that provide a work around...Any help would be appreciated.

    Have you logged in computer as exchange full administrator and try to run exchnage setup.If no then assign Exchange Full administrator rights to the account by delegating access to that account from exchange System Manager.Then run setup.
