MBSA - Windows XP Can't find Mbsa.exe and I can't run mbsacli.exe from cmd line.

I'm running  Windows XP SP2 version 2002.  I've searched for MBSA.exe in windows explorer with show hidden files and show system file options checked and couldn't find it.  I tried to run mbascli.exe from command line and was told it was not recognized....  Is it something I need to install or download?

Also, will MBSA help me solve user login security issues between IIS and SQL server?

Microsoft Baseline Security Analyzer is mostly for checking systems to see if security patches are installed, and certain security settings are set. It does nothing at all for dealing with login/authentication issues. And yes, to use it you would need to download it.
