Configuring IIS without giving Active Directory Admin Permission

I have a Domain Controller Server, and i need a user to configure IIS in that server without giving him Active Directory Administrator privilegies.

Since Active Directory is installed in this machine, no local accounts exists, Is there any way I can achieve this? I´m looking at the groups but can´t find anything related

    Hi perfectshark,

    you mean you dont want him to be able to access any of the AD consoles?

    apply a policy to the user and have a look under this key

    User config\Administrative Templates\Windows Components\Microsoft Management Console\Restricted/Permitted snap-ins

    Active Directory Users and Computers
    Active Directory Domains and Trusts
    Active Directory Sites and Services
