Apache 2 speed limiting? How do I do this?

I would like to limit the download speed of all files in a directory on a linux box.
The server is running Apache 2 on Redhat AS3. I have seen the mod_throttle but that only seems to be availible for Apache 1.3. What is availible for Apache 2?
I would like to have all files access in the /downloads folder speed limited to 75 or 100k/sec.

    Another option for Apache2 is mod_bw, also known as mod_bandwidth.
