weird error prevents PSE 2 from opening

Recently have been unable to open Elements 2. It brings up initial screen with splash, then I get error box that says, across the top: Could not load a transcoding service.
Inside the box is a red button with an X on it and Xerces Panic Error. At bottom is an OK button. When I click OK Elements instantly closes.
I'm running XP Home SP2, keep updates fairly current, run Norton Internet Security and Trojan Hunter Guard and periodically empty temp Internet files. Maybe this could still be a Web nasty. That "Xerces Panic Error" part sounds suspicious to me.
Anyway, I don't have a clue if a legitimate file somehow went missing, or how to fix the problem other than un/reinstalling Elements, which I'm reluctant to do because of all the extras I've added.                                              Thanks for any and all advice.

The page you suggest is indeed about the same error, but it involves Veritas Backup, and I don't have any Veritas software. The page suggests renaming the Xerces dll found in Veritas backup, but says to only rename that one if multiple entries are found. The only other Xerces W.Explorer could find was in Corel Paint. As an experiment, I copied that one to the Elements 2 folder, but it didn't help a thing. Did more hunting the Web and found that Xerces is open source developed by Apache Software Foundation and comes in several versions. Seems mostly used for streaming media, but also for XML and who knows what else. Still have no clue what to do about it nor how it suddenly became a problem.

I did a search of the Adobe knowledge base and came up empty handed. You might log on to the Adobe forum for Express and posting your problem. A lot of Adobe engineers follow those pages and can purhaps offer a solution.

I also searched the Adobe Knowledge base and a couple other archives with no luck. Have posted to the above forum and received a suggestion to try a prefs. reset as PSE was trying to open. That didn't help either, so am waiting for additional comments from that thread. I've been thinking of upgrading to PSE 4 anyway, so now may be a great time to do it. Assume I can install both versions then copy my brushes and frames folders from 2 to 4? That would work, wouldn't it?

Sorry for the delay, I was hoping for something to come up in Adobe Forums. (They're good to a point, but not as responsive as Experts Exchange [grin])

Yes, make a copy of your brushes and frames folders and then do a complete uninstall before you install PSE4. The install program will complain that it can't find an older copy of PSE, and will give you either the option of entering a serial number or ask you to insert the disk from a previous version (The have done it both ways and I'm not familiar with the current method) If you have trouble, Adobe gives you a free phone call to help with the installation. (Sometimes they have to generate an access code for you to enter)

Anyway, I would advice a clean install of the update.

Thanks D Brugge, for all your efforts. Apparently this is another instance of a very unusual problem, since I just can't find any really pertinent info on it. Somehow I come up with quite a few of those.

I have read that people using Flash, Dreamweaver, Premier and Acrobat have also seen this error message.

It could be a registry key problem...

Here is an entry on Experts-Exchange about it (where they suggest using a registry repair utility):

What they said there was:
"I ran into this last year when my copy of Photoimpact wouldn't load, and I found this solution on another forum.
The problem is apparently a corrupted or changed registry key:

HKEY_CLASSES_ROOT/MIME/Database/Charset

I went to my laptop (running the same OS, Win98SE), exported the registry key to a floppy, then imported it into my desktop. Photoimpact opened fine.

One member said he simply deleted the key, and although the error message still appeared, his program loaded and ran. I wouldn't try that without backing up the registry first."

I'm sorry to be so late about updating this issue--I was thinking I had already posted my findings. I never did find a way to get rid of Xerces, but somewhere found a hint that the barricade involved the mime charset, so I did a registry edit of putting a "no" in front of charset. This turned out to be an effective workaround and so far have not found that to cause any other problems.                              Thanks to all responders.
