Loading a seperate application

When a user puts in a CD, an autorun brings up a Form.  On that form there is a button to run another app called "FinalRatesViewer.exe".  The code I have to do this is:

Private Sub cmdSearch_Click(ByVal sender As System.Object, ByVal e As System.EventArgs) Handles cmdSearch.Click
        Shell("FinalRatesViewer.exe")
    End Sub

Now, that works just fine.  My problem is, I have a splash screen coming up when FinalRatesViewer loads.  Unfortunatly, it's not showing, it's just going right into my app.  BUT, if I load FinalRatesViewer.exe manually (double clicking directly on the .exe) the splash screen loads.  Here is the code I have for the splash screen:

 Private Sub frmViewer_Load(ByVal sender As System.Object, ByVal e As System.EventArgs) Handles MyBase.Load
        Dim f As New frmSplash
        f.Show()

And then the user has to accept an agreement by clicking on a "OK" command button, thus closing the window.  Pretty simple really, but it's just not showing up.  How can I get the splash screen to show up when loading the .exe through another app.  Thanks for the help!
