Import smtp list of external email addresses to distribution list in GAL

I have a list of external users that needs to be added to a distribution list in the GAL. This list is quite large and the distribution list does need to be in the GAL for all users to be able to access.  Is there a way to import these addresses?

For all these external email addresses to be a part of a distribution list in your Global Address List, you need two things.
1. all these External email addresses should be added to your Active directory as Contacts.
2. Create a new Distribution Group in AD and then add all contacts created in step 1 as members to this distribution group.

Use CSVDE a command line utility to create contacts in Active directory.

and then add all contacts to the DL either manually or using tools like ADmodify. In case, its Active Directory Windows Server 2003 and Exchange server 2003, you can have Query Based Distribution Group created which can be populated automatically based on a criteria.
