Advice on requesting development proposals

I am looking for advice on requesting development proposals.  What have you all found that:
1) Does work?
2) Does NOT work?
3) Pitfalls?

I plan on requesting only fixed-bid proposals.  I am only looking at requesting help on the part of the application I do not know how to do and do the rest myself to protect the concept.  They will not know enough about the overall project (only the component) to be able to potentially steal it from me.
