PDF editor

are there any free PDF editors available (that don't contain adware).  i want to be able to scan a document in as a PDF file, and then fill it out.  i have a scanner.  i just need the editor.

if free is not an option, what affordable products are there?

i have cutePDF writer.  it allows you to convert a document to PDF, but does not allow you to edit a PDF file.  there are free add-ons to cutePDF writer, but they have spyware/adware that you must agree to in order to install.  i have no idea what features are contained in the add-ons, but it doesn't matter because i refuse to install adware/spyware.

I also have Adobe Acrobat 6.0 Standard.  it too does not allow you to edit a scanned in PDF file (or any other PDF file for that matter).  You can do "comments and markups".

I have Adobe Pro 7.0, and it will not allow you to edit a PDF (again, it allows comments & markups).  I have Adobe Designer, and it *will* allow you to edit a PDF, as long it is not a scanned PDF.  If you create a PDF from a Word document, it does reasonably well with converting it to an editable PDF form.  The problem is that it's $350.  not really the price range i was looking for.

i will look at the other suggestions.

again, i can scan in the image and get the PDF file.  i need to be able to edit the file.

thephalanx ... you mentioned a Paper capture plugin for Adobe.  where do i get this?  i will also look at your other suggestions

it may be cheaper for me to do the Paper capture plugin that you mentioned (i'll have to review the licensing on Adobe Pro to see if i can install it on more computers).
PDF format was not designed to be editable large scale.  Small changes can be made providing you have the writer but it was never intended to be a replacement for Word or other software.

Although it is not free, I think that Adobe Acrobat is the best software to use for this. PDF995 is probably the next best for this purpose.
i will look at the suggestions as soon as i can.  the last couple of days have had my hands & brain tied up in other projects.
pdf995 does not seem to have edit capability.  it is more of a converter/formatter.  for example, you can't change a sentence in a PDF file with the program.  the only item that it appears pdf995 allows you to truly edit is to add things like page numbers and backgrounds.
