I want change system.record_status from new to query bucause I keep ger can not insert record here error when I try to populate a query result set to block tabulate.

    i think it makes no difference if the record status is NEW or QUERY. if you get the message "... you can not insert records here ..." i suppose there is a other problem: check BLOCK_STATUS and FORM_STATUS also.

    and be sure that all items have are valid (check with GET_ITEM_PROPERTY('<block.item>', ITEM_IS_VALID)) before you execute a new query ...
