POP3 Connector Manager broken

We have a server with SBS 2003 (SP1) running Exchange. We are trying to set up POP3 Connectors (the regular kind that come with Exchange).  When you open System Manager - Routing Groups - First Routing Group - Connectors - POP Connector Manager - Properties : the properties screen flashes up and then dissapears.

Upon further investigation I see these things:

C:\Program Files\Microsoft Windows Small Business Server\Networking\  is pretty much empty.

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer\] does not have a "Network" key under it

The Service "Microsoft Connector for POP3 Mailboxes" does not exist.

Obviously this is not good.  Is there a way to reinstall\repair the POP3 Connector software?  I tried running this:

win2003 -disc 3\SBS\POP3\POP3.MSI and it seems to run fine, but nothing actually happens.

Any ideas? Please don't say re-install the OS.

This error occurs if Remote Access Service (RAS) is uninstalled, or damaged, and you have configured the POP3 Connector to use a modem, or terminal adapter for its Internet connection. You do not receive this error message if you selected either the Router , or Full-time/Broadband Modem options prior to the problems with RAS.

We do not use RAS.  The KB article mentions this error "A dial-up connection entry must be selected " which we have never seen. It also mentions you can reinstall the POP3 Connector by running "Popsetup.exe" which does not exist on my system, or on the cd's.

Just noticed this as well, which may or may not have anything to do with the problem.

I try to run this program: win2003-disc 1\setup.exe and I get this error:

"this computer cannot be upgraded to the OEM version of Windows Small Business Server"

I get the same error if I run setupsbs.exe.

This is a completely legit copy of Windows.
Why don't you reinstall the exchnange server on the curent installation. Make sure that you reinstall the service pack aswell.
This may occur if you are attempting to install SBS 2003 SP1 on to a server that was installed using OEM media and the first attempt to install the SBS 2003 SP1
component did not complete.  For example, you attempted to install it prior to installing Windows Server 2003 SP1.

Are you saying Windows Server 2003 sp1 and SBS 2003 SP 1 are two differant service packs and they must be installed seperately?

there is no "IsRunFromWeb" in that spot in the registry.
Should I add it? Is it a string value,Key or a DWORD?
