windows display Shut Down screen when using Terminal Service

I have a strange problem. When I tried to remote access to 2003 server in other office, I got the Windows ShutDown screen. I input the Reason for ShutDown, then it logged me in. The server didn't shutdown or restart. Is there anybody know what's going on here? Thanks,

bugger, are you sure you hit the correct policy, if that is disabled there is no way for it to still be applied

Hi ithawaii,

were you logging in with the same user remotely, that was already logged on to the server?

The only event that looks suspicious is Event ID 6008, Description: The previous system shutdown at..... was unexpected. But nobody shut down the server. Really strange!!!

i went to  gpedit.msc > Computer Configuration > Administrative Templates > System > Display Shutdown Event Tracker, but it is currently "Not Configured". Do i need to Disable it?
