auto response for outlook 2003 sp2

SBS2003 with exch
user wants auto response to email sent in with specific subject.
i can see that the rules allow us to do this while outlook is open (client side) and 'get the server to respond (server side)
have set up the rule both ways and in the rules window it has 'crossed tools' which i assume means that this is not set up correctly.
The client side option is not an optio for us as we need the replies to go out even at midnight (for example)
the server side rule looks correct, it is quite easy to set up.
however it is not working
question - does the server only reply at certain times of day eg all replies go at 0200hrs, or something like that? if so can i change this
are there any other issues i should know about to get this working?
additional - at the moment neither the client or server side responses work. have tested both.

You realise that is a global setting?
- all of your users will now be able to setup automatic replies.
I don't enable that option for one good reason - email loops. If the user is automatically replying to a certain message, and the sender also has an auto response (it happens) then you get a loop. The messages will keep looping until one of the server falls over.

Global setting - internet message format - default settings - properties - advanced
put a tick in allow auto responses
