how can i know which windows service uses the reg file

Can you be more specific in your question?  The only "reg files" that I'm aware of are registry DUMP files which are produced by the Windows REGEDIT utility.  I'm not aware of ANY service that uses these files.

But I suspect that this is not really your question.

Just a note.  It does not cost you any more points to elaborate on your situation and ask a clear question.  The advantage you in doing so will be a much better answer from the experts.

Actually i want to know which windows process use the reg. file
like the filles SAM, software,ntuser etc. are allways used by some process
that means these files are always in open state.i want to know which process
use thes files.

To monitor file accesses on your system use FileMon: http://www.sysinternals.com/Utilities/Filemon.html

To monitor acces to the registry use RegMon: http://www.sysinternals.com/Utilities/Regmon.html

its as jhance says,

a .reg file is typically a registry dump of one or more keys.

It is useful for backings or importing into another registry (though be careful - u got to know what your doing)

The program that makes use of this is called REGEDIT.EXE
