Creating another Address List like the GAL

I have a dept that will be using several DL's (around 40-60 to start off with) that i will be creating in ADUC. I would like it so that they do not get published in the GAL but instead in another address list that they can select from the drop down menu when you push the TO: button inside a new message. Is this possible?

    Open Exchange Sytem Manager ...Go to recipient ...go to ...All Address list ....Right click.. new Address list and give the name of the address list and create by selecting some common attribute of AD users.
