ADUC is not showing new email domain under User Properties

I have created a new email domain.  I have tested the email and it is working both incoming and outgoing.  However, when I create a new used that is mail box enabled in ADUC, I notice that under the account tab within the user properties the email domain is not showing up as an option under the drop down box next to User Logon Name.  I believe I have missed a step in created either the recipient policy or I missed a step in ADUC.  I am new at this, and I appreciate any help you  can provide

Is the new domain listed in your Default Recipient Policy (or another policy)?  If so, is the checkbox next to it checked?

It is a separate policy and yes the check mark is check next to the domain

You know, I think there is some confusion here.  Are you asking about the drop-down box next to where it says 'User logon name:' ?  That isn't for email addresses - it's for something called the User Prinicpal Name, which is a different kind of account name used in AD.

In ADUC, if I right click on a user > go to properties > select the accoutn tab > and then yes next to the User Login Name I see jlepre and then a drop down with other @domain.com's addresses but I do not see the one I just created.  Is there a way to add the one I created to this drop down

That is for the UPN that I just mentioned - it's not for email addresses.  There is a separate tab for email addresses in ADUC - you should see the domain there if you applied the Recipient Policy you created.  If not, just click the Add button, and type the new address in there.  There is a big difference between AD domains and Email domains.  What you added to the Recipient policy was an Email domain.  What you are seeing on the Account tab are AD domains.

I understand it now, so how would I add the AD domain so I can select it if choose when I create a new user

You need to go into Active Directory Domains and Trusts, open the properties of the root object (the one called 'Active Directory Domains and Trusts'), and add an alternate UPN suffix.  You should see your other domains already listed.
