What else beside Tools - content in IE can I do to limit users access to sites without install a 3rd party software?

You can use a hardware router or firewall.

a proxy

gpedit.msc - this can lock the internet down.. but not specific sites......

If you are using AD, you can create a GPO to push out fake proxy settings based on membership to a user group. If you want extremely restricted internet this is a decent solution. You maintain a whitelist of appoved sites and update it as needed.

If you're looking for filtering based on content or website names that will almost certainly require a 3rd party software solution.

You could also push out a host file change that blocks sites you don't want then to use by point those sites to localhost 127.0.0.1
