isa 2004 blocking application

I am using SBS 2004 with ISA enabled.  I am attempting to install back up software (iron Moutain) wich is an off site back up solution.  There is a client I install on the server then config it to back up whenever and however.  I created a rule in ISA to allow the proper port 1636 out.  I can do a tracert and follow the IP its home however the client cannot connect to the server at Iron Mt.  Do I need to allow the port IN as well? how can I config that?  Is there away to allow specific apps access throught he firewall in ISA?  Thanks.

    Open the ISA Gui
    click on monitoring - logging
    click on start query
    Try the backup application
    What do you see in the log? Is anything being denied?

    Do NOT create an incoming access rule.....
