Dual NICs on Server

Two questions:
1. Do dual NICs on a server increase communication speed?
2. If I have 2 NICs connected, on a server, one has a Static IP and the other Dynamic what are the consequences of that configuration? (It is not a DC)

Not really, usually they use dual NIC to separate the public Network from the local Network
