    How did you insert the sound ? did you use Action script (Sound Object) or you just drag and drop it on stage ??

    click any of the frames with the sound , in the properties you will see a button called "Edit" click on it
    it'll open a new window that shows the waves in tow white boxes (2 if it is a stereo sound)
    to control the sound volume , drag the small white boxes top left , drag it and move it lower till the volume you like
    don't forget to do this in both channels

    you can control the global (applies to all sounds) volume by this actionscript code:

    var global_sound = new Sound();
    global_sound.setVolume(75); // 75%
