Hope this helps

The easy way out is to use the JvSyncSplitter in the jedi libs see http://www.delphi-jedi.org/

Set up two base panels on your form call them BottomBasePanel and  TopBasePanel

BottomBasePanel with the alignment set to alBottom
TopBasePanel with the alignment set to alClient

Use and ordinary splitter between them call it Splitter1
Splitter1 with the alignment set to alBottom

Then set 4 panels on the form 2 panels on  BottomBasePanel and  2 panels TopBasePanel.

Add and 2 JvSyncSplitter components one to  BottomBasePanel and  1 to  TopBasePanel.
Set the 4 top panels as follows.

TopLeftPanel and BottomLeftPanel  with the alignment set to alLeft
TopLeftPanel and BottomLeftPanel  with the alignment set to alClient

Set the JvSyncSplitter parters to each other.
