SBS Server 2003 migration to new server

Looking for recommendations for the following scenario:

Need to move SBS 2003 to new server, however i believe the original install of SBS 2003 (on current server) was done improperly (done by previous IT). So I would like to start fresh, but also would like to migrate exchange data, etc. if possible. This is for an office of 15 users. Any advice would be appreciated.

    For a migration there is the swing method

    But it is also possible to only migrate the data to a fresh install.
    - For Exchange there is ExMerge
