SBS Server 2003 migration to new server

Looking for recommendations for the following scenario:

Need to move SBS 2003 to new server, however i believe the original install of SBS 2003 (on current server) was done improperly (done by previous IT). So I would like to start fresh, but also would like to migrate exchange data, etc. if possible. This is for an office of 15 users. Any advice would be appreciated.

For a migration there is the swing method http://www.sbsmigration.com

But it is also possible to only migrate the data to a fresh install.
- For Exchange there is ExMerge http://www.microsoft.com/downloads/details.aspx?FamilyID=429163ec-dcdf-47dc-96da-1c12d67327d5&DisplayLang=en
