Internet Explorer not downloading pictures - just displays red X

I have an XP machine that appears to not be downloading pictures from web pages or HTML email.  I know there is a switch or option for this somewhere but I cannot find it.  Can anyone provide some help?

    In IE click Tools--->Internet Options--->Advanced Tab
    Scroll down to multimedia..make sure <show pictures> is checked...

    This is the obvious, but it could for sure be something else...

    Also make sure you are using the right encoding, View->Encoding->autoselect,  or try switching between Windows and ISO.

    AFter further discussions with the user, it was Java he was having an issue with, not "pictures".  We reinstalled Java and that fixed the issue.
