    1) Add a Tooltip control, which adds an extender for Tooltip for all controls

    2) Enter a tool tip for the button

To be a little more descriptive:

    1) Drag and drop a tooltip from the Toolbox (usually on the left) to the form, anywhere will do. This new item will appear at the bottom of the designer

    2) Set the properties of the tooltip, mainly the name

    3) Select the button and go to its properties. Set the tooltip to be the name of the one you created and the text to be whatever you want.
