Deadlock issue opening TIF files

A user on a Windows XP Pro machine that has not gotten any new hardware or software added will open a .TIF file and have to wait up to 10 seconds for the file to open and this only happens with .TIF files.  Event Viewer will list the error below everytime a .TIF file is open and following the Event Viewer recommendation leads to C:\WINDOWS\system32\WISPTIS.EXE, Microsoft Tablet PC Platform Component File Version 1.0.2201.0 being the issue.  Any assitance offered would be greatly appreciated.

TIFF is the format of choice for archiving important images. TIFF is THE leading commercial and professional image standard. TIFF is the most universal and most widely supported format across all platforms, Mac, Windows, Unix. TIF graphic image files are usually opened with Kodak Photo CD imaging software ( on Windows 9x as well as Windows NT OS-es and I'm not sure what appliaction would handle that type of files on Windows Tablet )
More interresting thing here is  Microsoft dangerous implementation of DCOM . Even aplication programs that have nothing to do with networking suffer from such bad design.
I would use third party software ( e.g.  free graphic and imaging manipulation suite Irfanview - http://www.irfanview.com )
just to open and see the file contens.  
In order to "d.e.c.o.m.b.o.b.u.l.a.t.e"  your laptoop go  to  http://www.grc.com/default.htm  and run Gibson's famous DCOMBOBULATOR .

Uninstall wisptis.exe and tablet pc components which are run while using adobe acrobat 6

You cannot get rid of wisptis.exe by renaming or deleting it: Windows File Protection would cause it to reinstall the next time you run Adobe Acrobat.

There is even a rumor about a bug in wisptis.exe itself whereby it keeps part of the current user registry hive locked, preventing updates and eventually resulting in a corruption of the registry hive (which as reported leads to a "Userenv event 1517" on logging off or shutting down).

Others reported GDI leaks and CPU hogging. I haven't noticed the latter but can confirm that at one point, the number of open GDI handles by wisptis.exe was above 1000, which is unacceptable.

So by and large it seems wisptis.exe can make a thorough nuisance of itself.

To uninstall wisptis and Microsoft's Tablet PC Components on your PC, you must delete the following registry entries:

Now you can also safely delete \Windows\System32\Wisptis.exe. Make sure the process is not running; otherwise kill it before deletion.
