Exchange 2003 on SBS 2003 POP3 connection is failing

I've tried reading some articles but I need help fast - our email is down.

We've been running Exchange 2003 on our SBS 2003 server for months now POP-ing our ISP's mail server and suddenly at 6:01 AM today our server stated logging the following errors and it is no longer downloading mail via the POP3 connector:

Event ID: 1036
Source: POP3 Connector
"An error occurred during a POP3 transaction to the server <.x.x.x.x>. The error is 10060 (A connection attempt failed because the connected third party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

Event ID: 1036
Source: POP3 Connector
"An erroroccurre during a POP3 transaction to server <x.x.x.x>. The error is 10061 (No connection could be made because the target machine actively refused it.)"

I'm racking my brain. Please help. Thanks!

I'm on hold with the ISP right now. Thanks.
Our host changed the IP address of our mail server without telling us. Thanks for your help though.
